Select N students from each score group (grouped by actual enrollment score, sorted by name). Use min/max to filter.
Take up to 10 students from each score group (hard limit: 1,000 total)
Filter scores before grouping (e.g., min 30 excludes all students with score < 30). Score 0 always excluded.
